I think that's mostly a strategic perspective. The vote won't be wasted, because even if it were a very good libertarian candidate, he/she probably wouldn't win (Due to the reigning two-party system) anyway.... so the point I think he's mostly making there is that increasing the numbers of people voting for the L-party in general is a good thing, regardless of candidate. At the same time if you give the money to the Barr campaign, they'll do with it as they see fit, and the article author clearly doesn't believe it's in the best interest of the L-party.
That's how I saw the rationale.
